In 2022, Houston City Council accepted 52 mayoral portraits into the Civic Art Collection after Hurricane Harvey damaged them, many of which were created before the establishment of the Civic Art Program in 1999. By formally accepting them into the Collection, the portraits can be maintained and conserved. Most of the portraits are reproductions of original paintings or photographs. Here is a portrait of Alexander McGowen (sometimes spelled McGowan), the 15th and 22nd Mayor of Houston. McGowen, born in Duplin County, NC in 1817, moved to Houston in 1839 to open a tin shop before establishing a hardware store and a foundry. In 1845, McGowen was a delegate to the Constitutional Convention for prepare for the annexation of Texas to the United States. He then served as the Chief Justice of Harris County and an alderman. McGowen was elected Mayor in 1858 and 1867, known for his support of public school system and exemptions to homesteads and personal property. Aside from Mayor, McGowen also served as the Tax Assessor for Harris County and then Harris County Treasurer. He died in 1893.
