In 2022, Houston City Council accepted 52 mayoral portraits into the Civic Art Collection after Hurricane Harvey damaged them, many of which were created before the establishment of the Civic Art Program in 1999. By formally accepting them into the Collection, the portraits can be maintained and conserved. Most of the portraits are reproductions of original paintings or photographs. Here is a portrait of Andrew Jackson Burke, the 28th Mayor of Houston. Burke, born in Elkton, TN in 1813, moved to Houston in 1837 to open a mercantile business to sell goods and insurance. In 1848, Burke purchased an entire city block in downtown Houston for $300. In 1870, he served as president of the Planters Mutual Insurance Company. In 1878, Burke was elected Mayor for one term, dealing with the city’s bankruptcy and having to cut the city budget in half to $50,000. Burke died in 1903.
