In 2022, Houston City Council accepted 52 mayoral portraits into the Civic Art Collection after Hurricane Harvey damaged them, many of which were created before the establishment of the Civic Art Program in 1999. By formally accepting them into the Collection, the portraits can be maintained and conserved. Though most of the portraits are reproductions of original paintings or photographs, this is one of two original paintings in this series. Here is a portrait of Cornelius Augustus "Neal" Pickett, the 48th Mayor of Houston. Pickett, born in Houston in 1902, was secretary-manager of Houston Insurance Exchange from 1930-1935 then executive vice president of the Lumberman's Association of Texas from 1935-1941. He was elected Mayor in 1940, winning 62% of the vote, and served from 1941-1943. During his tenure, he appointed Houston's first professional police chief and established the first civil defense office. After his one term, Pickett left Houston to work for the Red Cross during World War II, serving from 1943-1946 and earned the United States Medal of Freedom for his service. He died in 1990.
