In 2022, Houston City Council accepted 52 mayoral portraits into the Civic Art Collection after Hurricane Harvey damaged them, many of which were created before the establishment of the Civic Art Program in 1999. By formally accepting them into the Collection, the portraits can be maintained and conserved. Most of the portraits are reproductions of original paintings or photographs. Here is a portrait of Horace Baldwin, the seventh Mayor of Houston. Baldwin, born in 1801, moved to Houston from Baldwinsville, New York in 1839 after his sister, Charlotte M. Allen, encouraged him. Charlotte, wife of the co-founder of Houston Augustus Chapman Allen, helped finance the establishment of Houston through her inheritance. By 1840, Baldwin owned 2618 acres in Harris County and 17 lots in Houston; in 1843, he became the alderman of Houston’s Fourth Ward. A supporter of Texas’ annexation to the United States, Baldwin was elected in 1844 as Mayor. He supported improvements to Houston’s transportation infrastructure. Baldwin died in 1850.
