In 2022, Houston City Council accepted 52 mayoral portraits into the Civic Art Collection after Hurricane Harvey damaged them, many of which were created before the establishment of the Civic Art Program in 1999. By formally accepting them into the Collection, the portraits can be maintained and conserved. Most of the portraits are reproductions of original paintings or photographs. Here is a portrait of John Thomas Browne, the 32nd Mayor of Houston. Browne, born in Ireland in 1845, emigrated to in 1851 to New Orleans before moving to Houston in 1853 to work different jobs. During the Civil War, Browne served in the Second Texas Infantry until 1865. By 1872, Browne opened his own grocery and provisions firm and invested in real estate. In 1888, Browne was elected as an alderman for Fifth Ward. Browne was then elected Mayor in 1892 and reelected in 1894. During his tenure, he: prioritized paving city streets; turned the volunteer fire department into a paid force; extended water mains; secured property for city department offices, records, and a prison; and addressed a revenue crisis due to the Panic of 1893. Browne would then be elected to the Texas House of Representatives in 1897 and 1907. He died in 1941.
