In 2022, Houston City Council accepted 52 mayoral portraits into the Civic Art Collection after Hurricane Harvey damaged them, many of which were created before the establishment of the Civic Art Program in 1999. By formally accepting them into the Collection, the portraits can be maintained and conserved. Most of the portraits are reproductions of original paintings or photographs. Here is a portrait of Kathryn Jean Whitmire, the 57th Mayor of Houston. Whitmire, born in Houston in 1946, graduated from the University of Houston with a Master of Accountancy degree in 1970. In 1977, she was elected as the city controller, the first woman elected to any office in the city. In 1981, Whitmire ran a successful campaign for Mayor and would serve five consecutive terms from 1982-1992 as the first woman Mayor of Houston. During her tenure, Whitmire appointed the first Black police chief and then the first female police chief, as well as the first Latina judge of the Houston Municipal Court. She also developed emergency preparedness after Hurricane Alicia, the ambulance system, and the capital improvement program with long-term planning.
