In 2022, Houston City Council accepted 52 mayoral portraits into the Civic Art Collection after Hurricane Harvey damaged them, many of which were created before the establishment of the Civic Art Program in 1999. By formally accepting them into the Collection, the portraits can be maintained and conserved. Most of the portraits are reproductions of original paintings or photographs. Here is a portrait of Thomas Howe Scanlan, the 24th Mayor of Houston. Scanlan, born in Ireland in 1832, moved to Houston in 1853 to become a merchant. During the Civil War, Scanlan earned money by smuggling cotton through Mexico and investing in real estate. After the Union army took control of Houston, Scanlan was appointed as alderman of Third Ward in 1868 and then as chairman of the finance committee. In 1870, he was appointed Mayor. During his tenure, four out of the ten appointed aldermen were Black. He also led initiatives for paving, drainage, and a new City Hall. Scanlan would be elected for another two terms, completing the new City Hall building and a market house during his third term that ended in 1873. He died in 1906, and the Scanlan Building in downtown Houston is named after him.
