In 2022, Houston City Council accepted 52 mayoral portraits into the Civic Art Collection after Hurricane Harvey damaged them, many of which were created before the establishment of the Civic Art Program in 1999. By formally accepting them into the Collection, the portraits can be maintained and conserved. Most of the portraits are reproductions of original paintings or photographs. Here is a portrait of Thomas W. Whitmarsh, the 17th Mayor of Houston. He was elected in 1860 and served one term. He may have been involved in the cotton industry. His burial location is unknown.
