In 2022, Houston City Council accepted 52 mayoral portraits into the Civic Art Collection after Hurricane Harvey damaged them, many of which were created before the establishment of the Civic Art Program in 1999. By formally accepting them into the Collection, the portraits can be maintained and conserved. Most of the portraits are reproductions of original paintings or photographs. Here is a portrait of Walter Embree Monteith, the 44th Mayor of Houston. Monteith, born in Belton, TX in 1877, moved to Houston to practice law in 1909. He became a Harris County Civil Court Judge in 1916 before serving as the Judge of the 61st Judicial Court for Harris County from 1919-1928. Monteith won his first election as Mayor in 1929 and his second in 1931, defeating Oscar Holcombe both times; his slogan was "Every Issue Shall Be Met Forthrightly and a Prompt Decision Rendered." During his tenure, the USS Cincinnati docked in the Houston Ship Channel, proving that the port could handle large ships. In 1932, Holcombe ran again against Monteith successfully. After, Monteith was elected a Chief Justice of the First Court of Civil Appeals in 1938 and served until his death in 1953.
