Frank McGuire was born in Cleve­land Ohio in 1951, and moved to Texas in the mid 1970's. He was chosen to produce AXIS through an open competition sponsored by the City of Houston Community Development Division. Over 65 artists submitted nearly 100 designs for artworks to be placed at the West End Multi Service Center. McGuire is a member of the Chicago-based artists col­laborative,
